5.1 Outline Transition Plan

A 4-Phase Plan for UK Socioeconomic Renewal

The 7 States Transition Plan – Overview & Timescales

The Outline Plan set out below is intended as a start-point framework on which a detailed Transition Plan would be built.  It pre-assumes an understanding of the UK Federation Structure and principles of Unified Democracy as described on previous pages.

The plan, at this early stage, does not include consideration of the many Governance & Constitutional, Institutional, and Public Service impacts that must be covered within the UK transition. However, to assist their inclusion within a detailed plan, they are described in the following pages (5.2 to 5.4).

Similarly, this outline plan precludes consideration of the global impacts and opportunities that would arise following UK transition. These (tentative by their nature) are therefore described separately on Page 5.5.

The programme is a tightly risk-managed one of 4 separate phases over 5 Years – each ending with a stable platform on which to launch the next.  Each Phase would naturally end with a Checkpoint- to review progress to date, and make adjustments as necessary before progressing to the next.
